Along with this, the topper of the West Virginian deaf and blind school at Romney is also awarded with the same honour. The honour is based on one’s knowledge of the state. There is a total of 55 counties. The program of study includes an in depth knowledge of the history, geography, economy and government of the state. The fundamental aim of this program is the development of the country’s pride along with the inculcation of intellect and skills in order to evolve the responsible citizens of the state. The students who receive this award are perceived as scholastic achievers of the state. Reception of the award is a symbol of the student’s deep knowledge over the proud heritage of the state. Hence, if two people from each county is given an award, then 220 students receive this award every year.
